The purpose of this consultation is to engage with all those who have an interest in developing policy on responsibility and cost sharing for animal health and welfare. his consultation is published early in the policy formulation process to ensure that in developing specific options we are able to take account of as many views as possible. The aim of the project is to reduce both disease risk and the regulatory burden through the development of working arrangements and structures that facilitate a true partnership based approach to the sharing of responsibilities and costs with Industry. If the correct balance of responsibilities can be achieved, this should result in a fundamental change in the relationship between Government and livestock keepers to the benefit of both industry and the taxpayer.
