Consultation on the review of the Northern Ireland Poultry Health Assurance Scheme (NIPHAS) fees 2010
The Department is carrying out a consultation on the review of the Northern Ireland Poultry Health Assurance Scheme (NIPHAS) fees.
NIPHAS was introduced in 1999 and its main aim is to implement a system of approval for establishments officially recognised as meeting the requirements of Council Directive 90/539/EEC (as amended) on animal health conditions governing intra-Community trade in, and imports from third countries of, live poultry and hatching eggs. Participation in the Scheme is therefore a pre-requisite for intra-Community trade.
The Animals and Animal Products (Import and Export) (Amendment) Regulations (Northern Ireland) 2005 provide a statutory basis for the charging of fees under the Scheme.
The Animals and Animal Products (Import and Export) (Amendment) Regulations (Northern Ireland) 2010 will provide the Department with powers to set fees at a level to achieve full cost recovery. The fees will therefore be set to reflect clearly the charges that are applicable under NIPHAS to take account of administrative costs.
