Consultation on exclusions from the licensing requirements of the Gangmasters (Licensing) Act 2004

The Gangmasters (Licensing) Act 2004 established the Gangmasters Licensing Authority (GLA), a Non-Departmental Public Body sponsored by the Department for Environment, Food and Rural Affairs (Defra).  It also introduced a licensing scheme for labour providers operating in the agriculture (including horticulture and forestry), shellfish gathering and associated food processing and packaging sectors.
The GLA and the licensing scheme operate on a UK-wide basis although, as agriculture and employment are devolved matters, Northern Ireland is required to make separate but similiar legislation.
A review of the current exclusions from the licensing requirements is now taking place and the Department of Agriculture and Rural Development is inviting your comments.
