Responses to the Consultation on CAP Health Check implementation options
The ‘Health Check’ was a modest but important review of the EU Common Agriculture Policy (CAP). The European Commission published its legislative proposals on 20 May 2008 and political agreement on the reforms was reached by the EU Agricultural Council on 20 November. The legal text (Council Regulation (EC) No 73/2009) giving effect to this agreement in relation to Single Farm Payment (SFP) was adopted on 19 January 2009 and published in the Official Journal of the European Union on 31 January 2009.
As a result of the agreement, DARD has some discretion on how certain issues are implemented. The consultation sought the views of stakeholder on these implementation choices. Stakeholders were asked to provide views on the legislative proposals by 30 April 2009. This consultation was advertised in local newspapers. The consultation documents were published on the Department's Internet site and sent electronically to more than 60 individuals and organisations that were likely to have an interest in this issue. The Department has considered and summarized the views expressed in all responses received.
