Rural Payments Division

The aim of Rural Payments Division (RPD) is:
"To ensure that farmers in Northern Ireland are aware of and receive the agricultural grants to which they are entitled."

Rural Payments Division has two main Branches:

Single Farm Payment Branch

Head of Branch: Bregeen Glendinning

The Branch is located in Orchard House, 40 Foyle Street, Derry/Londonderry, BT48 6AT The Single Farm Payment Scheme (SFPS), introduced by EC Council Regulation 1782/2003, replaced most of the crop and livestock payments from 1 January 2005. The new scheme breaks the link between production and support. Instead, farmers will have to observe certain conditions (known as Cross Compliance) in return for receipt of direct agricultural support. Scheme Managers are responsible for the day to day operation of the Scheme and they can help you with any queries you may have regarding the processing of payment of your application/claim. Grants and Subsidies Payments Branch

Head of Branch: Seamus Doran

The Branch is located in Orchard House, 40 Foyle Street, Derry/Londonderry, BT48 6AT. The branch is responsible for processing claims, issuing payments and administration of pre 2005 livestock subsidy schemes, Agri-environment schemes, Countryside Management Scheme (CSM), Environmentally Sensitive Area Scheme (ESA), Vision E Plan, Farm Nutrient Management Scheme (FNMS), New Entrant Scheme (NES), Less Favoured Area Compensatory Allowances Scheme (LFACA), Farm Woodland Premium Scheme, Woodlands Grant Scheme, and the Challenge Fund for Short Rotation Coppice Energy Crops. Scheme Managers are responsible for the day to day operation of the Schemes and they can help you with any queries which you may have regarding the processing and payment of your application/claim. Review of Decisions Unit

Manager: Joseph Kerr

The unit is located in Dundonald House, Upper Newtownards Road, Belfast, BT4 3SB and is responsible for processing review of decision applications in relation to the Single Farm Payment Scheme.
The unit provides farmers with access to fair, objective, transparent and independent review process.
