Explanatory Note: Amendments to Milk Quotas Legislation

MILK QUOTAS: EXPLANATORY NOTE ON AMENDMENTS TO MILK QUOTAS LEGISLATION
This note is to inform stakeholders of minor amendments to -
The amendments, which do not change existing policy on milk quotas, come into operation on 1 April 2008.
As part of the CAP simplification agenda the Commission has introduced Council Regulation (EC) No 1234/2007, commonly referred to as the Single CMO Regulation. It streamlines and harmonises into one legal text 21 pieces of EU legislation, including Council Regulation (EC) No 1788/2003 which establishes a levy in the milk and milk products sector (“the Council Regulation”).
The amendments replace references to the Council Regulation in various provisions in milk quotas legislation with the corresponding references to the Single CMO Regulation. Also, references to EU legislation will in future be updated automatically without the need for further amendments.  
A formal consultation on the Single CMO was conducted in early 2007 when no concerns were raised. As a result we will not be carrying out a formal consultation on these amendments to milk quotas legislation.
Parallel amending legislation is also being made in England, Scotland and Wales.
