This programme is designed to address the needs of, or opportunities for specific sectors of the rural economy, environment or society that can best be tackled by projects/programmes that can impact on a province wide basis (or wherever the sector exists).

Under this particular competition, proposals were required to address needs or opportunities under one of the following categories:

• Improve the infrastructure, protect and enhance the physical environment of rural communities and protect and enhance the physical and natural environment of rural areas.
• Encouragement for tourist and craft activities.

Only proposals that were primarily physical infrastructure / capital spend projects / programmes could apply.
