NI Plant Health Label Scheme (NIPHL) Declaration

From the 1st October 2023, new specific rules relating to the entry into NI, from other parts of the UK, of consignments of permitted plants for planting, seed potatoes, used machinery and certain vehicles operated for agricultural or forestry purposes will be implemented.

Details

This change introduces new arrangements set out in the Windsor Framework for movements of the above goods, under the Defra NI Plant Health Label (NIPHL) Scheme. This scheme substitutes the requirement for a Phytosanitary Certificate for goods eligible for the NIPHL Scheme. These goods can continue to move into Northern Ireland as before, accompanied by a Phytosanitary Certificate where it may be intended to move them onwards to the EU.
Both Defra and DAERA have released guidance to their stakeholders which outlines the respective GB and NI arrangements and prerequisites for moving goods under the NIPHL Scheme.
If you wish receive goods under the NIPHL Scheme, you must be registered with DAERA Plant Health as a Professional Operator and agree to comply with the terms and conditions of the NIPHL scheme.
Existing Professional Operators, currently registered as Professional Operators with DAERA, are required to sign up for the new scheme by returning the attached declaration.
