The proposed programme is set to run from 2007 to 2013 and is an integral part of the Department of Agriculture and Rural Development's (DARD) Rural Strategy and the DARD Strategic Plan. This programme is also a requirement under European Council Regulation 1698/2005.
In launching the consultation the Minister said: "The 2007-2013 Rural Development Programme will be a crucial vehicle for our continued efforts to build a more thriving and sustainable rural community and environment."
In a change from the previous programme, the new Rural Development Programme will encompass both agricultural and wider rural development measures.
The Programme is divided into three main axes: Improving the competitiveness of the Agricultural and Forestry Sector; Improving the environment and the countryside; and Improving the quality of life in rural areas and diversification of the rural economy. A fourth axis relates to the use of a Leader Approach in delivering elements of the Programme.
The Minister continued: "This consultation asks stakeholders to look at how the department proposes to shape its rural development activity for the next seven years. It also poses some important questions related to the balance, financing and delivery of the Programme. I am keen that all interested stakeholders should examine it carefully and actively engage in the consultation process."
DARD is inviting views from individuals and organisations on the content of the proposed Northern Ireland Rural Development Programme.
