If you wish to receive goods under the NIPHL Scheme, you must be registered with DAERA Plant Health as a Professional Operator and agree to comply with the terms and conditions of the NIPHL Scheme.

This page has been published to provide information on the new Northern Ireland Retail Movement Scheme and the NI Plant Health Label Scheme. Please note that information not related to NIRMS or NIPHL on this page is currently under review.

Businesses currently registered as Professional Operators with DAERA, intending to receive NIPHL goods, must complete a NIPHL declaration.

If you are not currently registered as a Professional Operator with DAERA and you wish to receive NIPHL goods, you must firstly register as a Professional Operator to trade in goods in the categories below:

NI traders who are registered with the NI Retail Movement Scheme (NIRMS) can move plant produce (fruit and veg) and cut flowers from GB to NI for retail sale only in NI under the terms and conditions of the Northern Ireland Retail Movement Scheme.

If the goods are intended for onward movement to the EU, Professional Operators should continue to move plants for planting, plant products and used agricultural and forestry machinery from GB to NI, however, not under NIPHL or NIRMS. These consignments must be pre-notified to DAERA with a CHEDPP using the TRACES.NT platform and must be accompanied by a valid phytosanitary certificate.
